Why did it take over 200 years for men to allow women to vote? Do women just prefer to be subservient victims?

Women have been treated as second cl citizens since the dawn of history. In fact, most countries did not extend suffrage to women until the 20th century, many after the US did so in 1920. When you say, "are they falling back?," I'm not sure they were ever in front.
