Is bodily integrity a human right of just a female one?

It's a sticky issue, since the circision of boys is tangled up with religious practices...not only that, minority religions in most Western countries. Banning the circision of boys would probably just drive it underground, and it would certainly raise the specter of religious persecution to cacophony levels.
